Luis Carlos Pelayo, 33 of Pasco, WA passed away June 15, 2023. He was born July 7, 1989 in Sylmar, CA to Luis and Carmen Pelayo. Luis was a resident of the Tri-Cities for the last four years where he worked in construction. He left behind many friends and family and will be dearly missed.
